The Colorado Department of Local Affairs (DOLA) has released updated guidance for Proposition 123 Fast Track, which includes a revised interpretation of allowable extensions. The new materials are designed to clarify the requirements for the Fast-Track review process and provide best practices, frequently asked questions, and examples from communities.

According to DOLA, “The updated guidance provides an easy-to-use section outlining what is required in a Fast-Track review process to comply with Proposition 123, best practices, frequently asked questions, community examples, and more.”

The guidance is now available on a redesigned website that aims to make navigation easier. Users can access all information related to Proposition 123 Fast Track in one location. Downloadable resources such as a template resolution and self-assessment checklist are also provided.

DOLA’s Community Development Office will host two webinars focused on implementing the fast track requirements of Proposition 123. The first event is scheduled for Friday, September 12 at 9am and will cover the new guidance materials and website features. “This webinar will highlight the new changes and DOLA staff will address the most commonly asked questions about the guidance,” DOLA stated.

A second event—a panel discussion—will take place on Thursday, September 18 at 9am as part of the monthly Housing Strategies Peer Exchange series. This session will include perspectives from local governments on policy approaches and implementation efforts related to fast track requirements. Audience participation is encouraged during this interactive discussion.

These events are intended for local government staff or elected officials, consultants, and others interested in learning more about these requirements.
