Colorado DORA launches rideshare feedback portal to improve safety

The Colorado Department of Regulatory Agencies announced an online portal to gather public input on Transportation Network Company regulations, focusing on safety measures such as driver background checks and vehicle inspections.

According to the Colorado Department of Regulatory Agencies, this initiative is part of Engage Colorado DORA, designed to enhance rideshare safety and regulations. The state has been a pioneer in implementing state-level rules since 2014, managed by the Public Utilities Commission. The new portal will facilitate the submission of ideas, surveys, and complaints related to issues like unsafe drivers or vehicles. In 2024, five licensed operators, including Uber, provided 35 million rides in the state. This effort complements existing safety protocols that include licensing, insurance, and driver screenings.

Colorado Politics reports that Uber maintains high safety standards in Colorado. Nationwide data shows that 99.9998 percent of trips conclude without major incidents and there has been a 44 percent reduction in sexual assault rates since reporting began. Governor Polis vetoed House Bill 1291 to avoid imposing excessive regulatory burdens on rideshare services that already incorporate effective features like background checks and in-app tools. This decision aims to maintain access to reliable transportation amid local affordability concerns.

Richman Law Firm’s data reveals that Uber’s fatality rate is 0.87 deaths per 100 million miles traveled for the period from 2021-2022, which is below the national average. Additionally, Uber’s presence has contributed to a 5.2 percent decrease in overall traffic fatalities nationwide, saving an estimated 627 lives in one year. Studies indicate that Uber reduces alcohol-related crashes and enhances road safety in urban areas.

The Colorado Department of Regulatory Agencies functions as the state’s authority overseeing professional and occupational licensing, consumer protection, and regulatory enforcement across various industries including transportation. It promotes fair practices through divisions such as the Public Utilities Commission which manages rideshare oversight while supporting economic stability by balancing regulations with business operations.
