The Colorado Public Utilities Commission (PUC) has opened applications for its Utility Bill Help (UBH) program for the 2025-2026 heating season. The program, which began as a pilot, saw a significant increase in demand over its first two years. Applications rose from 763 in the first year to 8,512 in the second, marking an increase of over one thousand percent.
“The PUC created the Utility Bill Help program as one more way to help our most vulnerable families receive benefits that help them save money, stay safe and warm, and stay in their own homes,” said PUC Director Rebecca White. “The UBH program has been instrumental in connecting income-qualified families with the utility bill energy assistance programs that can make a big difference in Coloradans’ lives.”
The UBH program will run from October 1, 2025 through August 31, 2026. It connects eligible customers to assistance programs managed by utilities such as Atmos Energy, Black Hills Energy, Colorado Natural Gas, and Xcel Energy. To qualify for referral through UBH, applicants must be customers of one of these companies and have an income at or below 80% of the State Median Income.
Applicants are advised to apply first for the Low-Income Energy Assistance Program (LEAP). Those who do not qualify for LEAP or are denied benefits may still be eligible for utility-run affordability programs via UBH. If found eligible by UBH, customers are referred to their utility provider for final review and possible enrollment. Benefits may include a fixed monthly amount that caps natural gas and electric bills at six percent of household income.
In addition to expanding bill assistance options, the PUC recently supported the launch of the Colorado Energy Savings Navigator (CESN), an online tool designed to connect residents with more than 600 rebates and multiple energy assistance programs. CESN also helps users determine eligibility for federal tax credits related to energy savings.
“The PUC is ready to help connect Coloradans with ways to help keep energy affordable. The CESN tool offers a one stop solution to connect Coloradans with the benefits that can save money and energy,” White added.
Customers interested in applying should start with LEAP through the Colorado PEAK website; approval provides a one-time payment and prevents service disconnection. If denied or ineligible for LEAP, individuals can apply directly through UBH or use CESN to explore additional resources.
