The Colorado Public Utilities Commission (PUC) has initiated Proceeding No. 25AL-0494E to review Xcel Energy’s recent proposal to increase electric rates. The filing was submitted to the commission on November 21, 2025, and the process is set to begin in December once a schedule is determined.
As with other rate cases, this proceeding will involve a comprehensive examination of Xcel’s request. Several stakeholders are expected to formally intervene, and the case will undergo analysis by PUC staff including economists, engineers, and accountants. Public comment hearings will also be scheduled, allowing anyone interested to participate.

According to state law, the PUC is responsible for regulating rates charged by public utilities operating within Colorado. The commission must ensure that these rates are “just and reasonable.” Electric rates for investor-owned utilities like Xcel Energy and Black Hills Electric require approval from the commission before being implemented.
