The Colorado Public Utilities Commission (PUC) has announced several opportunities for public engagement and comment in October. The PUC emphasizes the importance of community input in its decision-making process and invites residents to participate in hearings, informational meetings, and other engagement activities.
One significant event is the public comment hearing on Tri-State Generation & Transmission Association, Inc.’s application to join the Southwest Power Pool Regional Transmission Organization in the Western Interconnection (SPP RTO West). This move is part of compliance with Senate Bill 21-072, which requires Colorado transmission utilities to join an organized wholesale market by January 1, 2030. The PUC will consider whether Tri-State’s plan meets legislative requirements and serves the public interest. The final decision from the Commission is expected in November 2025.
The hearing for this proceeding will take place on Tuesday, October 7, starting at 9 AM and ending no later than 5 PM. Members of the public can register online to provide comments during this session.
Additionally, the PUC’s 9-1-1 Services Enterprise Board will hold its monthly meeting on Wednesday, October 1 from 3 PM to 4 PM via Zoom.
The Commission also accepts both virtual and in-person public comments during its second weekly meeting each month. In October, this opportunity falls on Wednesday, October 8 at 9 AM. While advance registration is encouraged for those wishing to speak virtually or in person, it is not required. Details about how to register are available through the PUC Calendar.
Public comments should reference relevant proceeding numbers when submitted through any channel. Comments can be sent using an online form, by email at dora_puc_website@state.co.us, mailed directly to the Commission’s Denver office at Colorado Public Utilities Commission, 1560 Broadway, Suite 250, Denver CO 80202 or provided orally by calling (303) 869-3490 with options available in English and Spanish.
Interpreting services for American Sign Language (ASL) and Spanish are available upon request if made two weeks before a scheduled hearing. Requests should be directed to Megan.Castle@state.co.us.
Information about all upcoming hearings and ways to submit comments can be found on the PUC Calendar. Documents related to proceedings are accessible via the search function on the Commission’s e-filings page.
“The Colorado Public Utilities Commission (PUC) is committed to informing and engaging the public in the matters before the Commission, and values perspectives from impacted community members, which is critical in decision-making,” according to a statement from PUC officials.
