The Colorado Public Utilities Commission (PUC) is inviting the public to participate in a stakeholder meeting on October 27, 2025, to discuss proposed changes to rules regulating Transportation Network Companies (TNC), commonly known as rideshares. The meeting will focus on updates aimed at addressing concerns about imposter drivers—individuals posing as licensed operators.
The virtual session will take place from 4 PM to 6 PM and will cover draft revisions to current rideshare regulations. Background information on the rulemaking process and details about the proposed changes are available through the PUC’s online resources.
Rebecca White, Director of the PUC, emphasized the importance of community involvement: “Every day, Coloradans and visitors to Colorado use rideshares as a way to get to work, travel and home. This industry has grown and evolved tremendously since the very first companies came to Colorado in 2014, and the PUC wants to ensure that our rules are keeping up,” said White. “If you have used a rideshare and have ideas about how to improve vehicle, passenger and driver safety, please give us your thoughts at Rideshare Engage. If you are interested in having a voice in rules on imposter drivers, we want to hear that too whether that be through Rideshare Engage or by joining the Oct. 27 meeting.”
In addition to public meetings, the PUC uses an online tool called Rideshare Engage for collecting feedback from riders and increasing awareness about its regulatory role over TNCs.
The commission is responsible for ensuring that rideshare vehicles meet licensing and insurance requirements, drivers undergo background checks and medical certification, and vehicles are inspected for safety. However, it does not control fares or service fees set by these companies. More information can be found at puc.colorado.gov/tnc.
