Colorado Public Utilities Commission seeks public input on new wildfire-related power shutoff rules

The Colorado Public Utilities Commission (PUC) has announced a virtual public comment hearing regarding proposed rules for Public Safety Power Shutoff (PSPS) events. These shutoffs are used by utility companies as a wildfire mitigation measure to reduce the risk of wildfires that could be caused by downed power lines.

The hearing is scheduled for Wednesday, January 28, from 4 PM to 6 PM. The PUC encourages all members of the public to participate, regardless of whether they have personally experienced a power shutoff event.

Community members can provide input in several ways beyond attending the virtual hearing. Feedback and survey responses can be submitted through the PUC’s online PSPS feedback tool. Comments may also be sent via email to dora_puc_comments@state.co.us or mailed directly to the commission at its Denver office. In addition, oral comments can be left by calling (303) 869-3490, with both English and Spanish options available. Those submitting comments are asked to reference Proceeding No. 26M-0037E.

In June 2025, the PUC approved Xcel Energy’s Wildfire Mitigation Plan, which included measures such as authorizing the underground installation of 50 miles of power lines (press release). “All public input is welcome regardless of whether you have directly experienced a shut off event,” according to the commission.
