Colorado regulatory agency seeks public comment for 2025 sunset program reviews

The Colorado Office of Policy, Research and Regulatory Reform (COPRRR), part of the Department of Regulatory Agencies (DORA), is asking for public input on its upcoming 2025 sunset reviews. The results of these reviews are set to be published on October 15, 2025.

Sunset reviews are evaluations of regulatory and non-regulatory programs. These assessments are based on statutory requirements to determine if existing regulation is needed to protect public health, safety, and welfare. They also consider whether the original reasons for regulation have changed or if new circumstances require adjustments in regulation levels. If a need for regulation remains, the review seeks the least restrictive approach that still serves the public interest.

According to COPRRR, “Stakeholder feedback is an important component of successful sunset reviews and allows Coloradans the opportunity to provide feedback on state government programs and divisions. COPRRR collects feedback on issues, concerns, ideas and suggestions for each state program under review.”

The Colorado General Assembly sets termination dates for agencies, boards, programs or functions unless continued by new legislation. COPRRR conducts annual sunset reviews as scheduled by lawmakers and drafts legislation according to recommendations from these reports.

For 2025, COPRRR is collecting comments on a range of programs currently under review. These include: Barber and Cosmetologist Act; Biomass Utilization Grant Program; Cash and Professional Cash Bail Bonding; Cold Case Task Force; Division of Real Estate (including Subdivision Developers and Home Warranty Service Contracts); Fire Suppression Registration and Inspection Program; Hemodialysis Clinics and Technicians; Licensing of Substance Abuse Treatment Programs; Medical Board; Office of Combative Sports and Combative Sports Commission; Pet Animal Care and Facilities Act; Podiatry Board; Public Utilities Commission; Securities Division and Securities Board; Water Vessel Registration.

Advisory committee reviews underway include: Business Intelligence Center Advisory Panel; Compliance Advisory Panel to Air Pollution Control Division; Colorado Food Systems Advisory Council; Forest Health Advisory Council; Kidney Disease Prevention and Education Task Force; Veterinary Pharmaceutical Advisory Committee.

Feedback can be submitted through COPRRR’s website. Comments should be provided by May 31 to ensure they are considered during the review process.
