The Colorado Division of Reclamation, Mining and Safety (DRMS) has announced the start of a rulemaking process to update regulations for Tourist Mine operations under its Mine Safety Training Program. The proposed changes focus on rules regarding conveyance systems, such as elevators, used in tourist mines.
A key element of the update is to clarify that regulatory oversight for these conveyance systems falls under the Colorado Division of Oil and Public Safety (OPS), which is part of the Colorado Department of Labor and Employment. According to DRMS, “The Rules also clarify that conveyances located in Tourist Mines must receive a valid certificate of operation issued by OPS.”
Other proposed amendments include increasing inspections and reporting requirements for Tourist Mine Operators, documenting mine conditions, maintaining documentation by operators, improving communication system requirements, clarifying enforcement procedures, and specifying that tourist mines cannot simultaneously operate as active extraction sites.
Stakeholders interested in participating in the rulemaking can refer to the DRMS rules and regulations section on their website. A stakeholder meeting will be held both virtually and in person on November 13 at 1313 Sherman St., Room 318, Denver. Information about joining virtually will be posted online.
A formal virtual-only rulemaking hearing is scheduled for November 19. The Zoom link will be provided to parties involved and made available on the DRMS website. Written comments from the public are also being accepted ahead of the hearing.
