The State Board of Equalization’s Search Committee will hold a meeting on June 24, 2025, at 10:00 a.m. to discuss the process for hiring a new Property Tax Administrator. The meeting will take place at 1313 Sherman Street, Room 318, Denver, Colorado, and will also be accessible remotely. This announcement is made in accordance with statutory requirements.
JoAnn Groff, who has served as Property Tax Administrator for over 19 years, plans to retire when her current term ends on December 31, 2025. The Department of Local Affairs acknowledged her service: “The Department of Local Affairs would like to thank Administrator JoAnn Groff who has served dutifully in the position for over 19 years, and is known for her in-depth and masterful understanding of property tax law, sage advice, and is appreciated for her vast experience serving as both a Colorado state legislator and a dedicated public servant. She plans to retire when her current term ends on December 31, 2025.”
According to the Colorado Constitution and state statutes, the State Board of Equalization appoints the Property Tax Administrator. The current administrator’s term expires January 1, 2026. The board has delegated some responsibilities related to the search process to its committee. These tasks include establishing job search goals for selecting the next administrator. The position leads the Division of Property Taxation and reports directly to the board.
Committee members are JoAnn Groff; Brenda Valerio, Director of Human Resources at the Department of Local Affairs; Mark Chapin, President of the Colorado Assessors’ Association; and Maulid “Mo” Miskell, Deputy Executive Director at the Department of Local Affairs.

The State Board of Equalization includes several key state officials: “The State Board of Equalization consists of the Governor, the President of the Senate, the Speaker of the House of Representatives, or their designees, and two members appointed by the Governor with the consent of the Senate. Each appointed member must be a qualified appraiser, a former assessor, or a person who has knowledge and experience in property taxation.”
