Uber: Colorado among most expensive states for TNC insurance costs

Uber Technologies Inc. reported that Colorado now ranks among the 10 most expensive states for government-mandated insurance, measured as a percentage of the average rider fare. The company reported that transportation network company (TNC) insurance costs have increased by more than 50 percent over the past three years.

The rising cost of commercial auto insurance is significant for both drivers and riders, as it affects overall ride fares and the economic viability of rideshare services. According to Uber, 14 percent of each Uber ride fare in Colorado currently goes toward government-mandated insurance costs, with additional taxes and fees further increasing the total amount paid by riders in the state. Lawmakers are considering HB26-1273, which would place a cap on commissions kept by transportation network companies. The legislation would establish Colorado as the first state in the nation to implement such a limit on TNC commissions and reflects ongoing local regulatory pressures on rideshare operations, according to Denver7.

State laws require transportation network companies to obtain commercial auto insurance coverage. Colorado specifically mandates that TNCs must carry at least $200,000 per person and $400,000 per incident of uninsured and underinsured motorist coverage when drivers are en route or on a trip. No equivalent obligation applies to taxis, limousines, or personal vehicles operating on the same roads. These varying requirements create different cost structures for rideshare platforms compared to other transportation options available to consumers, according to Uber’s fair insurance page.

Data from the Consumer Price Index showed motor vehicle insurance costs rose nearly 50 percent nationwide between 2021 and 2024. Rideshare platforms face commercial insurance requirements that often exceed those for personal vehicles in many states. Most states keep mandatory insurance costs at 10 percent or less of the average rider fare. States that have implemented reforms have seen some relief in these expenses over time.
