University of Colorado issues update on federal appropriations and policy changes

On January 16, the University of Colorado’s Federal Relations and Counsel released an update covering several federal policy topics relevant to higher education. The update included details about the Fiscal Year 2026 appropriations process, recent consensus reached by the AHEAD Committee, reversals and rulings on federal grant cancellations, changes to student visa policies, and health care priorities from the White House.

The communication addressed a reversal of a grant cancellation decision by the Substance Abuse and Mental Health Services Administration (SAMHSA), as well as a ruling related to Department of Energy (DOE) grant cancellations. It also discussed new developments in student visa revocations and a halt in state-level visa processing. Additionally, the update outlined current White House priorities concerning health care.
